Correct me if I'm wrong.. but.. From that Article it seems like, that since they're coyote's its illegal to sell their meat. But if they were dogs, and the meat had been inspected, then it would have been fully legal?

Probably. I don't know the provisions of the law, but it says it's illegal to sell any wild species. Dogs are likely domestic, and so as long as it was inspected, would probably be legal.
