Beta patch 13 was released sort of recently. You can see the changes here. Looks like Blizzard is still doing a lot of tweaking to the way skills are assigned?
Also, from what I hear, "basic" attacks have been removed. Since there are special attacks that generate "mana", this doesn't really cause a problem but... seriously? Every attack is now a special attack of some sort?
People are also now likening weapons to "stat sticks" because you never actually attack with them. You can equip a melee item on a wizard, but he'll never attack with it. Or you can dual-wield, but it only counts for damage points. Sounds like Blizzard really needs to go back to the drawing board, and figure out what really their fans want with this game.
